It's actually very simple to set yourself up as a publisher. You'll need to give yourself a name, buy some ISBN numbers, and register with Lightning Source, Inc. if you want to do print on demand, and Amazon Advantage.
I was involved in the process and actually published an ebook about doing this, but it wasn't a huge success. I'm not real sure if I can easily locate the file...
